Cast on 59 or 89 or 99 or 49, it depends what size hat you need and what yarn you use. there always has to be a 9 at the end of the number. for my hat i cast on 69 stitches on a circular needle and joined in the round, be sure that stitches are not twisted. place a marker at either beginning or end of round. knit 7 rounds. Then pattern starts on next round, *knit 6 and purl 4* repeat from * to *, keep going in this matter until desired length of hat. the way i finished my hat was i bind of all 69 stitches, then i crochet a chain about 25 cm long and pulled it through the top to close up, i tightened it on the inside of the hat, weave in any loose yarn pieces.
